According to The Sun, here is a description of Sam (and his colleagues' actions):

SAM Withey, Stephen Porter and David Thompson saved a drunk, suicidal man’s life as he hung from the roof of Westbury train station in Wiltshire. PC Withey, 31, and PC Porter, 39, arrived on the scene in November last year to find the distressed man standing on the roof with a Stanley knife in his hand and a noose around his neck. By the time PC Thompson, 39, arrived, the man had tied the rope to a ladder and was leaning out — but lost his footing and fell. PC Withey climbed on to the ladder and managed to hold on to the man before the three officers saved him.
